Affordable Access

We try to accommodate all Elliot Lake residents in recreation, cultural programs and transit services regardless of financial constraints. Our Affordable Access Policy helps deliver programs that are:

  • Affordable
  • Inclusive
  • Responsive to need

The policy provides reduced rates to some of our programs and facilities. You may qualify for the program based on your income level.

Please note that this card is available to residents and their dependents living in Elliot Lake ONLY.

Access Card

If you have a household income below the government issued low-income cut-offs (see table below), you may be eligible for an Affordable Access Card. You can present this card and receive discounted prices when registering for buying transit or recreation passes, and/or purchasing pet tags .

You can fill in our online access card application form or visit City Hall to pick up a copy.

You may submit the completed form (including a copy of the applicable Notices of Assessment for each applicant 18 years of age or older) online, in person or by mail (filled in by hand). Please include COPIES of the required Notices of Assessment (originals will not be accepted). Mailed forms should be in an envelope, addressed to Affordable Access.

Please note that ALL Canada Revenue Notices of Assessment will be destroyed once your application status has been determined.

If any clarification is required a City of Elliot Lake staff member will contact you within 3 business days.

Your application will be either approved or denied within 5 business days and notification will be sent to you at that time. Depending on the answer in the application form, your Affordable Access Pass will either be mailed to you or you will be notified that it is available for pick up at the front desk of City Hall.

How do I know if I qualify for an Affordable Access Card?

Each year after you file your income tax, you will receive a NOTICE OF ASSESSMENT (NOA) from Revenue Canada. Your NOA will come to you in one of two ways, either by mail or by Revenue Canada’s (CRA) website through the MY ACCOUNT portal.

If the amount of your income at Line 15000 of your NOA is lower than the Low Income Cut-Offs (LICO) before tax for your family size you will qualify for either 50%, 75% or 90% off the price of any of the above mentioned city programs. Please note that all NOAs must be included for all household members under the age of 25.

Please note that all household income will be considered and spouses may not apply separately.

Residents with an affordable access card will pay less for:

  • Monthly Bus Passes
  • Pet Tags
  • 10 session Aqua-Fit class passes
  • Group swimming lessons (under the age of 14)
  • Bronze Medallion and Cross classes and National Lifesaving courses
  • After school Swim and Craft classes and the Be a Leader Program
  • Senior's 3, 6 and 12-Month Pool and Gym passes
  • Children's 3, 6 and 12-Month Swim passes
  • Children’s Summer Day Camp (does not include Camp outings).

You may now apply online on the City’s website. Fill out the form and upload a copy of your Notice of Assessment. 

Don’t have access to a computer?

No problem. You may pick up a copy of an application form at either the Public Library or at the City Hall front desk. Simply fill out the application and mail it or drop it off in an envelope to City Hall with a copy of your NOA.

Do not include your original NOA as all documents received by the City will be destroyed right after they are reviewed for qualification.

Whichever method you use to apply for your card, it can be mailed directly to you at the address provided on your application form. Once you receive your card please sign it and the next time you are in city hall or the library ask them to laminate it so it will not get bent or ripped in your wallet or purse.
