Code of Conduct for Members of Council
The Corporation of the City of Elliot Lake is committed to achieving the highest quality of municipal administration and governance by encouraging high standards of conduct on the part of all elected officials. A Code of Conduct aims to ensure public trust and confidence in the City’s decision making and operations. Members of Council are expected to adhere to the provisions of the Code of Conduct.
Integrity Commissioner
Section 223.3 of the Municipal Act enables a municipality to appoint an Integrity Commissioner (IC) to address the application of the Code of Conduct for elected officials and/or members of local boards and committees.
Elliot Lake has retained Tony Fleming, of of Cunningham, Swan, Carty, Little & Bonham as the Integrity Commissioner for the City of Elliot Lake for a term of three (3) years (effective April 28, 2025)
The Integrity Commissioner also reviews concerns over the Municipal Conflict of Interest Act.
Members of the public who wish to file a concern over conflict of interest or conduct need to:
- Complete the Conflict of Interest Form online (or hardcopies are available at City Hall) and provide the completed form to the City Clerk at City Hall.
- The Clerk will forward all completed forms to the IC, and the IC will respond to the complainant accordingly.
- There is a $50 fee for filing a complaint. The fee is 100% refundable if the IC deems the complaint warrants an investigation. The City Clerk manages the fees/deposits and maintains confidentiality.

Note: for conflict of interest requests, the complainant must swear an oath that he/she has become aware of the alleged conflict within the last 6 weeks of filing the complaint. There is no additional fee for the clerk to commission the oath.
