Property Taxes

The City of Elliot Lake’s Tax Department is responsible for the billing and collection of all interim, final, and supplementary property tax billings.

The Tax Department also administers a number of provincial mandated programs including a low-income seniors and low-income disabled tax deferral program, commercial/industrial vacancy rebates, and registered charity rebates.

Who determines my Property Assessment Value?

The Municipal Property Assessment Corporation's (MPAC) is responsible for determining the assessment value for all properties across Ontario.

These assessment values are delivered to municipalities, who use these values to calculate their annual property tax rates.

Municipalities are not responsible for the assessment value of your property.

If you have any questions or concerns regarding the assessment value of your property, please contact MPAC at 1-866-296-6722.

If you disagree with your property’s assessed value and/or classification, you have the option to file a free Request for Reconsideration with MPAC before their filing deadline.

How is my Assessment determined?

The City of Elliot Lake does not determine the value of your property.

This is done by the Municipal Property Assessment Corporation (MPAC) which is completely separate and independent of the City of Elliot Lake. The Assessment Act requires that the assessed value of your property be based on what the property would likely sell for on a specific date. The most recent valuation date was January 1, 2016 for taxation years 2017 to 2020. Local property sales occurring around that date provide a basis as to the assessed value of similar unsold properties.

MPAC continually collects information about properties to ensure that those with similar features (age, size, location, construction, etc.) have similar but not necessarily identical assessed values.

Is my Assessment right?

Ask yourself if your assessed value is close to what you would have expected to sell your property for in January of 2016. What were similar properties selling for at that time?

MPAC is now providing an online service called “About My Property”. Using this service, property owners can review basic assessment information for their own property and compare similar properties.

I disagree with my Assessment Value. What should I do?

If you believe that your assessment is incorrect, you should first contact MPAC to discuss your assessment or verify details about your property.

If you still have concerns, you may ask MPAC for a formal reconsideration of your assessment.

There are no fees for a Request for Reconsideration (RFR).

The request must be filed within  90 days of receiving your assessment notice from MPAC.

You can obtain an RFR application on the forms section of the MPAC website or by calling MPAC at 1-866-296-6722.

How do I make a payment via Online Banking?

  • Most financial institutions let you make a payment on pre-set dates.
  • If you need help setting up your water or property tax payments through online banking, please contact your financial institution.

 

Please follow the following steps:

1. Sign in to your financial institution’s online banking service for individuals.

2. Under “add a payee”, search for “ELLIOT LAKE”:

  • Please enter your 19 digit property roll number, no spaces and no dashes. (Example: 5741000012123450000) *Depending on your financial institution, you may be required to enter a 20 or 21 digit account number. If this is the case, simply add one (1) extra zero or two (2) extra zeros at the end of your 19 digit roll number.

 How do I get a Pre-Authorized Payment Plan Application?

  • Pre-authorized payment forms are available for download.
  • Email your completed forms to the City's Tax Department; or
  • Mail to 45 Hillside Drive N., Elliot Lake, ON P5A 1X5; or
  • Put the completed form in the drop box in front of City Hall.

    How do I cancel or update my pre-authorized payment plan?

    To update your banking information or to cancel your pre-authorized payment plan you may:
    • complete the Cancellation/Suspend/Account Change Form or
    • contact the Tax Department by email or 705.848.2287 ext. 2109

     All updates or cancellations must be made at least 15 days prior to the withdrawal date

     My payment didn't go through my bank. What happens now?

    There is a fee for all payments that are not honoured by your financial institution. Customers on the PAP plan with more than two dishonoured payments in a 12-month period will be removed from the plan. Any balance will then become due on the regular due dates or 21 days after the payment was returned if after the due date. Any outstanding amount after the due date will be subject to penalty of 1.25% on the first of every month and 1.25% on the installment a day after the due date. 

When are Property tax bills mailed out and when are they due?

Interim Tax Bill is mailed by the end of February. 

  • The first Thursday of April
  • The first Thursday of June

 

Final Tax Bill is mailed by the end of July. 

  • The first Thursday of September
  • The first Thursday of November

 

Actual tax due dates are set by Council By-law each year.

 What are the Tax Due Dates in 2021?

 The due dates for the Interim Tax bill are:

April 1, 2021 and June 3, 2021

The due dates for the payment of the Final Tax Bill are:

September 2, 2021 and November 4, 2021 

 

Can I get my tax bills sent to my email?

As of January 18, 2021 you can now register to receive your Tax Bills and Notices directly to your email address instead of by mail. Please fill out the form below.

If I do not pay my taxes by the due date, will I be charged a penalty?

  • A penalty of 1.25% will get applied to your property tax account if your payment is not received by the City by the installment due date.
  • An interest charge of 1.25% will also be applied to your property tax account on the 1st of every month thereafter for as long as the installment remains unpaid.

Who do I need to notify for a change to my mailing address?

We are pleased to announce that as of February 16, 2022, you may now submit your Change in Mailing Address for receiving property tax bills and notifications online. Simply select the online form button.

Mailing address changes can still be submitted by printing and filling out the Mailing Address Change Form and submitting it to the City’s Tax Department.

You may submit your form in any of the following ways:

  • email the completed form;
  • mail it to the Tax Department at City Hall; or
  • use the drop box located at the front doors of City Hall.  

 What are the Tax Rates?

How are tax rates calculated?

  • Each year the City will establish a budget to provide for municipal services and infrastructure.
  • A tax rate is calculated in accordance with Provincial legislation which meets the funding requirements identified in the budget.
  • The Province sets the education tax rates for all properties.
  • The residential education tax rate is the same province-wide.

 How do I find out about Tax Relief for Seniors and Low Income Persons with Disabilities?

  • You can download and complete an Application for tax relief in respect of tax increases for low-income seniors and low-income persons with disabilities.
  • Submit your completed form to the City's Tax Department Department at City Hall.  Please call 705-848-2287 ext. 2109 or email the Tax Department for more information.

How do I find out about a Property Tax Rebate for Vacancies in Commercial or Industrial Buildings?

  • You can download, complete and submit your Property Tax Rebate for Vacancies in Commercial or Industrial Buildings form to the City's Tax Department at City Hall.

My mortgage company pays my taxes, but I would like to pay on my own. How do I change this arrangement?

  • If you would like to pay your taxes independently, you should contact your mortgage company.
  • The mortgage company must send a letter to the City’s tax department stating that the mortgage company is no longer responsible for paying taxes on that property.

How do I change my school support designation on my tax bill?

  • Contact the school board to which you want to designate your support.
  • If you have children in the school system, the application forms can be completed at the school.
  • If you do not have children in the school system but wish to change your support, contact the appropriate school board to obtain the applications.
  • If a residential taxpayer has children enrolled in multiple school systems, school support can only be designated to one school board.

 How do I Get a Tax Certificate?

The Municipal Act, 2001, Sec. 352, authorizes the Treasurer to issue Tax Certificates. Generally, these are legal documents meant to be supplied to lawyers, acting for the owner on the purchase or sale of a property. Certificates give the annual taxes, any current or prior year arrears, and any local improvements billed to the property. There is a fee charged for this certificate. The information is valid only at the moment of production of the certificate, and does not anticipate future changes of the amount owing.

The current fee charged for the Tax Certificate is $68.50 (NO HST).

 

Certificates are only generated, printed and sent once we receive payment. The City of Elliot Lake reserves the right to request additional information before generation of the certificate.

If the online form is used or a copy of the cheque paying for the certificate is emailed or faxed to this office (705.461.7244), a copy of the certificate will be sent.

 

  • To order and pay by credit card use our easy online form.
  • Please send all tax certificate requests by email along with proof of payment.

Water Bill

All inquiries to water and sewer billing and your water meter are handled by the Treasury Department. Please contact them by email or at 705.848.2287 x 2108.

 For inquiries related to your water and sewer service please contact the Public Works Department by email or at 705.848.2287 x 2600. 

 What am I paying for?
 The fees for the consumption of water and the use of the waste water system.
 Who decides what the Water Rate is every year?
City Council sets the yearly water rate. Once the amount is decided upon Council passes a by-law and the new water rate begins January 1st of each year.

  •  Residential water accounts are billed on a flat rate which is determined and set on a yearly basis.
  • The water is billed twice a year, each for 6 months of the year.
  • There are two scheduled water due dates each year:
    • First Thursday in March
    • First Thursday in July (unless it falls on a holiday, then it will be the second Thursday)

 Commercial and Multi-Residential
 
  • Commercial water accounts are billed based on consumption after the minimum charge, which is the flat rate for that specific year.
  • Should the meter not read for that specific billing period, your consumption will be estimated based on historical data.
  • Multi-residential water accounts are billed per unit using the flat rate for the specific year. Instead of it only being billed two times a year, it's billed on a quarterly basis.
  • The water is billed four times a year, for periods of 3 months each.
  • There are four scheduled water due dates each year.
    • Second Thursday in March
    • Second Thursday in June
    • Second Thursday in September
    • Second Thursday in December

Can I get paperless billing?

How do I pay my water bill online or use telebanking?
 

Most financial institutions offer internet or telephone banking.

To set your water up as a payee to make a payment;

  • Search ELLIOT LAKE
  • Select WATER/UTILITIES
  • Enter your account number found at top right of bill

 Please allow at least 3 business days for the City of Elliot Lake to receive and process your payment.

I am going to pay at my local bank. What do I need to bring with me?
Bring your bill or notice to the bank and they will process the payment for you. They will date stamp your bill which will be receipt of payment.
Where is the drop box at City Hall?
You can put your payment in our brown drop box located at the front door of City Hall. It is marked Drop Box.

Do NOT leave CASH in the drop box.

We will accept (made payable to City of Elliot Lake):
  • Cheque,
  • Money order, or
  • Certified cheque 

Please place your payment in an envelope and make sure your account number and address are on your cheque. Also enclose the stub from your bill or notice to ensure the payment gets applied to the proper account.

  I will mail my payment. Where do I send it and what do I have to send in?
 If you are mailing your payment, please remember:
  • Include your water utility stub from your bill or notice
  • Allow sufficient time for the payment to be sent to avoid penalty
  • Make cheques, money orders or certified cheques payable to City of Elliot Lake
  • Write your account number and address on the cheque and enclose stub from bill or notice to ensure the payment gets applied to the proper account

 Can I just go and pay my bill at City Hall?
 Currently you cannot make tax or water payments at City Hall due to COVID-19.

 Once regulations are lifted, check back with our website for payment guidelines or call the city at 705.848.2287.

 How do I arrange a Pre-authorized Payment Plan (PAP)?
 

Our pre-authorized payment plan is a convenient way to pay your water utility bill. It offers you the convenience of not writing a cheque, spending time and money mailing payment, not worrying about late payments or charges and not experiencing line-ups at your bank or City Hall. The City of Elliot Lake will process the amount on a specified date. Your current bill must be paid in full before you can enroll in the plan, or the balance plus any future balance will be paid in full by the current year.

December's payment has come out of my account and how do I find out what my monthly payment will be in January?
You will receive a notice in December of each year; at least 10 days before the withdrawal date advising you of your monthly amount for the next year. 
 If I can't pay my bill?
What if I can't pay my bill in full by the due date?
If you cannot pay your bill in full by the due date, please contact the Water Department by email or call 705.848.2287 ext. 2108 to discuss payment arrangements.

 

You may qualify for a one time water payment directly to the City of Elliot Lake from Ontario Works, even if you are not on the program. Ontario Works also offers direct payments to the City on the water account holders behalf.

 

To find out if you qualify for any of their programs contact Ontario Works by calling 705.848.7153 or 1.800.461.7263, 8:30 am to 4:45 pm. 

If I have a balance owing after the due date, will a penalty be applied?
Penalty is applied on any account with a past due balance the day after the installment due date. A one time penalty of 10% is applied on the original levy, not the outstanding balance.
 Will my water get disconnected if I don't pay my full bill?
Arrears Notices will be prepared and sent out the day penalty is applied, which is the day after the due date. Please contact the Water Department to make arrangements for payment by email or at 705.848.2287 ext. 2108.

 

The City of Elliot Lake has the right to disconnect a water service should the account be past due for 30 days after the due date.

 

In the instance of the above, a shut off notice will be delivered and the Public Works Department will disconnect your service. A $100.00 OFF/ON charge will be applied to your account. The FULL outstanding balance, including the OFF/ON charge MUST be paid in FULL prior to re-connecting the water.

 Can I put the water account into a tenant's name?
The City of Elliot Lake is phasing out transferring water accounts into tenants names. If an account is currently in a tenants' name, once they move out it will be transferred back to the property owner's name and a notice with the transfer and the outstanding balance (if any) will be sent to the property owner. The water account will not be transferred into another tenant's name.

 

Tenants can still pay the water bill on the property owners behalf.

Bills will remain in the landlord's name. Bills are sent to the landlord at the mailing address on file. The landlord can then make arrangements with their tenant for payment of the account and the landlord remains solely responsible for any unpaid amounts.

Buying and selling a house in Elliot Lake?
 I have sold my house. What do I do?
If you have sold your home and your water account is on pre-authorized payments, please contact the Water Department at least 15 days prior to the next withdrawal date to remove your account.

 

If you are purchasing a new home after selling your other home; and it's within the City of Elliot Lake and wish to have your water account on pre-authorized payments, a new form is required for that specific property address.

 

Your lawyer will provide the documentation on closing to the City of Elliot Lake and the water account will get transferred to your name.

If there is a balance owing, you will be sent a notice with the amount and the due date. Should you wish to ensure we received the documentation, please allow at least 2 weeks after the closing date to contact the City.

 

To Change your mailing address fill out our change of address form.

 

Should you have a balance left owing to the City and it's deemed your responsibility, it will be paid to the City of Elliot Lake in respectable time.

 I bought a house. What do I do?
Your lawyer will notify us on closing and provide us with the documentation required to transfer the water account to your name. If a balance is owing, you will be notified with the amount and the due date.
